PCI DSS compliance costPCI DSS compliance cost: what drives the price and how to compare quotes
Published PCI DSS cost ranges disagree by several times and mostly cite no source. This guide shows what actually moves the cost, the seven parts of a PCI bill, which costs repeat every year and the questions that make two quotes comparable.

How much does PCI DSS compliance cost?
It depends mainly on scope and on how you must validate. A business that outsources its payment page can face a short questionnaire, while one that stores card data on its own systems faces far more work, and an assessor-led validation adds more. The cost also repeats each year through testing, scans, validation and upkeep. The fair way to compare is to give every provider the same scope and ask for a full-year price with each part itemized.
- The PCI Security Standards Council says it does not set or influence fees for services. Prices come from providers, so quotes differ.
- Cost has seven parts. Most quotes cover one or two.
- Start with your level and SAQ. See the levels and SAQ guide.
Why published PCI DSS cost figures conflict
We reviewed leading US guides. They give ranges for similar work that differ by several times, and most cite no source.
- Scope is rarely stated. A hosted checkout and a self-run card environment are priced as one.
- One-time and yearly costs are mixed. A total often does not say which parts repeat.
- Merchant levels are simplified. Some tables of cost by level do not match the brands’ own definitions.
- Many authors sell part of the bill. That is not wrong, but it shapes the figures that get published.
- No basis or date is shown. Few say how a range was built or when it was checked.
That is why this guide shows the structure of the cost, not a number. Your quote, with your scope, is the only figure that applies to you.
The seven parts of a PCI DSS bill
Quotes cover different parts. Knowing the seven lets you compare like with like.
Scope is the lever you control
How card data reaches your systems changes the work before any assessor is involved.
| Lever | What moves the cost | A way to reduce it |
|---|---|---|
| Scope | More systems, networks, people and locations touch card data | Outsource card capture, tokenize, use validated P2PE or segment the card data environment |
| Validation route | A QSA assessment is required instead of a SAQ | Confirm in writing what your acquirer actually requires |
| Channels | Online, in-person and phone orders each add scope | Consolidate channels or processors where the business allows |
| Starting point | Controls and evidence you do not yet have | Build evidence once. Check which existing evidence maps to PCI DSS |
| Remediation | Gaps in segmentation, authentication, logging and encryption | Fix by design, not with one-off patches |
| Provider mix | Separate vendors for scoping, testing and assessment | Ask for an itemized quote that names each part |
To find your validation route, read the levels and SAQ guide. For reducing scope with segmentation, see PCI DSS network segmentation.
The testing that repeats every year
Requirement 11 drives recurring scans and tests that sit on top of any assessment.
| Activity | What PCI DSS v4.x asks, in summary | Note |
|---|---|---|
| Internal vulnerability scans | At least every three months and after significant change | Run by qualified staff or a vendor |
| External vulnerability scans | At least every three months by an Approved Scanning Vendor, and after significant change | Where your SAQ or level requires it |
| Penetration testing | At least every 12 months and after significant change, internal and external | By a qualified internal resource or a third party that is organizationally independent |
| Segmentation testing | Where segmentation is used to reduce scope | Frequency is higher for service providers. Check the current text |
Intervals are summarized from PCI DSS v4.x. Confirm them in the current standard and with your acquirer, because what applies depends on your SAQ or level.
How to compare PCI DSS quotes like for like
| Ask each provider | Why it matters |
|---|---|
| Which of the seven parts does the quote cover? | Quotes cover different parts, so totals are not comparable |
| What scope and SAQ or ROC is it based on? | A different scope is a different job |
| Is the price one-time or for a full year? | Testing and validation repeat annually |
| What is excluded? | Scans, penetration tests and retests are often separate |
| How many assessor days, and who does them? | Days times rate is the fee for assessor-led work |
| What if the scope changes or a gap is found? | Remediation and re-testing may be extra |
| Does the same firm sell the fixes it assesses? | Ask how it handles that conflict |
| What is the currency, tax and payment schedule? | Cross-border quotes are hard to compare otherwise |
Cost depends on where you buy, not just what you buy
The structure is the same everywhere. Rates are not.
- For India, read the PCI DSS cost guide for India and see PCI DSS consulting.
- For the UAE, read the PCI DSS cost guide for Dubai and the UAE and see PCI DSS in Dubai and the UAE.
- Whatever the market, ask for quotes in your own currency with the scope stated.
